Why Does the Start-Stop Function Not Work on My BMW X5?

I have a BMW X5 and the start-stop function does not seem to be working. Every time I come to a stop, the engine does not shut off as expected. What could be causing this issue?

The start-stop function may not work if the engine is not fully warmed up. Make sure you have driven for at least 20 minutes before expecting the function to work properly.
